Requirement for secret ballots in department votes

ASB 55 (Departmental Voting Rights) guarantees the right of any department member to require a secret ballot, which means that procedures must guarantee the anonymity of all members who vote in any action.  As Robert's Rules of Order governs in this case, the double-blind voting method must also be used for any mail ballot.  To avoid controversy, CERJ urged the Department to use the Senate Office staff as tellers in subsequent votes on personnel actions.
