RE: May 7, 2003 Representative Assembly Meeting
Dear Colleagues,
The Regular Meeting
of the Representative Assembly of the Davis Division of the Academic Senate is
scheduled for Wednesday, May 7, 2003 at 3:00 PM in the MUII room of the
Memorial Union. The meeting call is
attached. It is also posted on http://academicsenate.ucdavis.edu/repassembly.cfm. A paper copy of the agenda is available upon
request from the Academic Senate Office in Voorhies Hall, room 301 (752-2231).
As is customary at
the Spring meeting of the Assembly, we will hear comments from the Chair of the
Staff Assembly, Zackary O’Donnell.
Because of scheduling difficulty, the Assembly will not be addressed at
this meeting by the Chair of the Academic Federation, Catherine
VandeVoort.
The Academic Senate
hosted a Special (Town Hall) Meeting on April 7, 2003 in the Cabernet Room of
the Silo to discuss the National Biocontainment Laboratory and its effects on
the University of California, Davis, and the surrounding Davis community. Comments from members of the faculty who
chose to speak at that meeting, and submitted printed copies of their comments
to the Office, are now posted on the Senate website.
I call your
attention to the Reports of Standing Committees. Of special note is the Report
of the Public Service Committee and the announcement of the recipient of the
Distinguished Public Service Award. The
Award, which includes a stipend, is presented annually by the Davis Division of
the Academic Senate in recognition of significant contributions to the world,
nation, state and community through distinguished public service. The Distinguished Public Service Award is
based on our confidence in the University’s tradition of excellence and
demonstrates the commitment of the Davis campus to public service.
The Grade Changes
Committee has proposed amendments to Davis Division Guideline 15—the Use of
E-NWS and NG transcript designations.
The proposed change will remove the Enrolled—No Work Submitted grade
option, and replace it with the grade of F.
The Executive
Committee has proposed a new Davis Division Regulation 554 so that
students enrolled in a degree program at UCD may count the grades they earn in
concurrent courses taken through University Extension in their grade point
average.
The Committee on
Research has proposed revisions to Davis Division Bylaw 99, the Bylaw governing
the Committee on Research. One revision
will divide the committee into two subcommittees—Council for Research Policy
and the Subcommittee for the faculty Grants Program, to reflect more accurately
the disparate workload of the committee.
The other proposed revision to the divisional bylaw would allow a member
from the Davis Division on the Universitywide Committee on Research Policy, who
is not a regular member of the Committee on Research, to be an additional
member serving an ex officio capacity.
Under Unfinished
Business, there will also be discussion of the resolution passed at the
February 19, 2003 Representative Assembly meeting concerning implementation of
a Non-Resident Tuition Remission Policy.
The resolution asked that the Provost delay implementation of a
Non-Resident Tuition Remission Policy until the proposed policy(ies) was
critically reviewed by three standing committees of the Academic
Senate—Graduate Council, the Committee on Academic Planning and Budget Review
and the Committee on Research. At the
request of the Senate, two of three committees have responded and offered
comments on the policies. The reports from Graduate Council and the Committee
on Academic Planning and Budget Review are attached for your inspection. Additional information on the Non-Resident

In New Business,
proposed Bylaws for the Academic Senate structure of the School of Education
are presented. On October 21, 2002, the Representative Assembly approved Bylaw
152 establishing the Faculty of the School of Education. The organizational Bylaws for Senate
structure and processes are now presented for discussion and possible approval.
The complete agenda
package is being sent to all department, at-large and ex-officio members of the
Representative Assembly and department Chairs.
I urge you to check the membership list included with the meeting call
to determine whether you are a member of the Assembly. We need all members to attend meetings to
enable the Assembly to accomplish its business. Please note that the meeting will start at 3:00 PM to ensure that
we can compete business before 5:00 PM.
The sign-in sheet will be available at 2:45 and roll will be called at
the start of the meeting. Please plan
to arrive on time so that we may start and end the meeting on schedule; your
prompt arrival also shows respect for your colleagues. It is important that any departmental
representatives who are unable to attend ask their 1st or 2nd
alternate to attend in their place.
