MEMBERS OF THE
REPRESENTATIVE ASSEMBLY Dear Colleagues, The call for the May 4 meeting of the Representative
Assembly of the Davis Division of the Academic Senate is attached for your
review. This regularly scheduled meeting
will be at 3:10 PM in the MUII room of the Memorial Union. The call is posted on http://academicsenate.ucdavis.edu/repassembly.htm A paper copy is available upon request from
the Academic Senate Office in Voorhies Hall, room 301 (752-2231). I would like to call your attention again to the activities
of the Universtywide Academic Senate.

Papers from Academic Council Subcommittee on the National Laboratories,
proposed Amendments to the Academic Senate Bylaws, and the most recent issue of
Senate Source. You might also be
interested in perusing the "Issues Under Review" and the 2003-2004 "Reports and
Recommendations." Of interest are
Academic Council's responses or recommendations relating to the private equity
investments in the 403(b) and proposed 457(b) plans; UCs Green Building Design
and Clean Energy Standards Policies and Procedures; alignment of campus
calendars; UC Health Sciences Faculty Retirement Proposals; Educational Fee Waivers;
the Report of the Task Force on Graduate and Professional Schools Admissions;
the Instructional Activities Reports; Proposed Policies on Sexual Harassment
and Procedures for Responding to Reports of Sexual Harassment; Proposed New
Policy on Conflicts of Interest Caused by Consensual Relationships; Proposed
Revisions to SBL 335B to Conform to Whistleblower Policies; recommendations
regarding Sensitive but Unclassified Technical Information (SUTI), and
others. There are several interesting items on the agenda. The first will be comments from Zach
O'Donnell, Chair of the Staff Assembly.
We will then hear from Catherine Vandevoort, Chair of the Academic
Federation. Their remarks should help
gauge the health of our interactions with our closest partners at the
University and offer perspectives as to how we might work more effectively
together. Professor Jeffrey Weidner, Chair of the Distinguished Public
Service Award Committee, will announce the 2003-2004 award recipients. Up to four of these coveted awards are given
annually by the Academic Senate in recognition of significant contributions by
members of the faculty to the world, nation, state and community through
distinguished public service. The award
focuses on unpaid service, and is based on direct extension of the faculty
member's disciplinary or technical expertise to the public and non-profit
sector. Davis Division Regulation 538: Following discussion at the 18 February 2004
meeting of the Representative Assembly, the Committee on Courses of Instruction
and Undergraduate Council worked together to modify the proposed amendments to
Davis Division Regulation 538, to allow final examinations for on-line courses
to be given on dead day as an alternative to examination during the last hour of
the last day of finals. We believe that
the language offered today removes the ambiguity of the original amendment. Davis Division By-Law 80.B.:
The proposed amendment to DDB 80.B will confer responsibility for the
Outstanding Graduate Student Teaching Award to Graduate Council. This award had previously been a
responsibility of the Teaching Committee that later became the Program Review
Committee of Undergraduate Council. Executive
Council believes that Graduate Council is the most appropriate committee to
administer these awards, and the amendment under consideration here would
delegate that responsibility to Graduate Council. Davis Division By-Law 121.B.: The Committee on Elections, Rules and
Jurisdiction has proposed amendments to DDB 121.B. The purpose of the proposed revision is to
clarify the relative authorities of the faculties of the Schools and Colleges
regarding curriculum, and over the establishment and discontinuation of
academic programs. The complete agenda
package is being sent to all department, at-large and ex-officio members of the
Representative Assembly and Department Chairs.
I urge you to check the membership list included with the meeting call
to determine whether you are a member of the Assembly. We need all members to attend meetings to
enable the Assembly to accomplish its business.
Please note that the meeting will start promptly at 3:10 PM to ensure
that we can compete business before 5:00 PM.
The sign-in sheet will be available at 2:45. Please plan to arrive on time
so that we may start and end the meeting on schedule; your prompt arrival also
shows respect for your colleagues. It is
important that any departmental representatives who are unable to attend ask
their 1st or 2nd alternate to attend in their place. I look forward to
