The Charge of the Committee

The Committee has the following responsibilities:
  • Advising on and resolving conflicts about Senate legislation:  Most of the work of the Committee involves advising Senate officers, Senate committees, and individual members when questions or conflicts arise.  Such advice is not formally binding but suggests the likely outcome should a formal Legislative Ruling be requested.
  • Issuing Legislative Rulings interpreting Senate legislation:  The Committee also has the authority to resolve disputes and clarify ambiguities by issuing, upon a request from a member of the Division, formal Legislative Rulings interpreting the Code of the Senate.  Such rulings are binding unless modified by subsequent legislative or Regental action.
  • Reviewing proposed legislation:  The Committee reviews all proposed changes to the Bylaws and Regulations of the Davis Division for consistency with the Code of the Senate.  It also ensures that the proposal is in proper form to meet the requirements for consideration by the Representative Assembly.
  • Proposing legislation: The Committee is authorized to submit its own proposals for revisions to the Bylaws and Regulations of the Davis Division.
  • Editing and publishing the on-line Manual of the Davis Division, including the Division's Bylaws, Regulations, and Legislative Rulings as well as the Bylaws and Regulations of the Schools and Colleges.
  • Advising the Registrar regarding disposition of his or her responsibilities in administering the Regulations of the Academic Senate and its agencies.
  • Supervising all elections of the Division.
