Neutral Executive Salaries Comments:

Drown: I thought you might be interested in a summary of the actions that have been taken by President Dynes and The Regents in response to issues recently raised about the University’s compensation policies.  As you know, among the concerns that have been raised are the compensation levels of faculty and senior administrators at the University; whether those compensation levels were set in conformance with appropriate policies; and how housing, entertainment expenditures, and other perquisites should be considered in the compensation of senior administrators.

The actions taken to date by the President and The Regents include:

        The creation of a Regents’ Committee on Compensation to provide ongoing oversight of University compensation.

        The Regents’ adoption of a new policy on separation agreements that clarifies the review and approval authority for all such agreements and requires greater oversight by The Regents and the President.

        The launching of an independent audit, being conducted by PricewatehouseCoopers, which will review senior manager compensation and departure agreements.

        The creation of a task force comprised of distinguished representatives from business, government, media, and education to review UC compensation policies and practices, including disclosures, and provide recommendations to the Board of Regents concerning reforms.  The task force is co-chaired by Regent Joanne Kozberg and former California Assembly Speaker Bob Herzberg.

        The initiation of random audits by the University Auditor of the administrative funds, travel expenses, housing expenses and entertainment reimbursements of senior University leaders to ensure compliance with University policy.

        The adoption of a new base salary structure for senior managers which, for the first time, establishes Regental salary grades and ranges which provide greater clarity, greater accountability, and greater oversight by The Regents.
